The catalog includes this "note for individuals": "Many individuals [expect] to find some way to apply for a grant or loan directly from the Federal Government. While there are a limited number of programs offering direct loans to individuals, most programs provide funds to state and local governments or other organization to manage the distribution of assistance according to local needs.
